Tax & Cost Competitiveness

Building on several historic victories, the Council commissions research and conducts advocacy on a wide range of tax and business cost issues, informed by members and an annual CEO survey. The Council promotes the need for predictable, stable, and competitive tax policies, including corporate income and unemployment insurance, as well as targeted incentives for research and development that are cost-effective.

In recent months, the Council - in partnership with the Pioneer Institute and Global Insight - chose several key elements of the tax code to examine based on the results of the 2010 CEO survey. Analysis suggests a powerful argument can be made that an expansion of the R&D tax credit and UI insurance reform could be pursued in tandem in a very cost-effective way. The Council is considering this further, while also participating in wider coalition efforts to promote municipal plan design and policies that promote wellness and healthy behavior to curb runaway health care costs.
