Select Public Policy Victories Led or Co-led by MHTC
The Council was founded in 1977 - making it the oldest technology council in the state -by 38 CEOs of the state’s burgeoning technology economy. For over 30 years, the Council has played a leading or key role in several major public policy victories at state, federal, and local levels that have advanced competitiveness, talent development, and connections across the high tech sector and the wider economy.
Select victories include:
- Passage of state Achievement Gap Act creating new charter, turnaround, and Innovation schools (Race to the Top Coalition) (2010)
- Chairmanship of MA Board of Education (2006-08)
- Keeping Hanscom AFB and US Army Soldier Systems Center (Natick) open during federal Base Realignment and Closure process (2005)
- John Adams Innovation Fund providing state support to industry-university collaborative research proposals (2003)
- Final FAA approval of Logan Airport runway expansion (2002)
- Revolutionary state electric utility restructuring (1998)
- Federal securities litigation reform (1995)
- Defeat of graduated income tax and capital gains tax increase (1994)
- Long-Term Capital Gains Tax Phase-Out (repealed in 2002 by Legislature) (1994)
- State education reform law creating charter schools and leading to MCAS exam (1993)
- First state research and development tax credit (1992)
- Amending MA corporate tax disclosure requirements (1992)
- Workers’ compensation reform (reduced employers' costs by 50%) (1991)
- State tax revenue limit (1986)
- Proposition 2 & 1/2 (1980)
The Council has additionally provided cautionary and other input in a wide range of policy development including the landmark 2006 state health care law.
