Bio & Experience
Will Rinehart is a senior fellow at the American Enterprise Institute (AEI), where he focuses on the political economy of technology and innovation. His research covers policy areas such as diagnostic testing regulation, federal agency regulatory guidance, the CHIPS and Science Act, and the regulation of artificial intelligence. He also serves as an expert at the Federalist Society’s Emerging Technology Working Group, which is part of the Regulatory Transparency Project.
Before joining AEI, Mr. Rinehart was a senior research fellow at the Center for Growth and Opportunity at Utah State University. He was also the director of technology and innovation policy at the American Action Forum, a research fellow at TechFreedom, and the director of operations at the International Center for Law & Economics. Additionally, Mr. Rinehart worked for the Progress & Freedom Foundation, focusing on advertising policy and internet governance; the Illinois Policy Institute, where he studied state-level budget, energy, and tax issues; and the Institute for Policy and Civic Engagement at the University of Illinois Chicago as a research assistant in technology and civic engagement. Mr. Rinehart was a fellow at the Internet Law & Policy Foundry and a Frédéric Bastiat Fellow at the Mercatus Center. Additionally, he served on the Federal Communications Commission’s Broadband Deployment Advisory Committee and Consumer Advocacy Committee.
Mr. Rinehart’s work has appeared in the Wall Street Journal, Bloomberg, Wired, Morning Consult, The Hill, Forbes, Reason, Marginal Revolution, and Overlawyered and on BBC Radio and NPR, in addition to other broadcast media. He speaks regularly on topics related to tech policy, has been cited in regulatory orders from the Federal Communications Commission, and has been featured in Supreme Court petitions.
Mr. Rinehart has an MS in applied economics from Johns Hopkins University and a BA in political science from the University of Illinois.

Laboratories of Regulation: How State-Level AI Regulation and Administrative Agencies are Driving AI Policy in the United States
As states take the lead in shaping AI governance, AEI Senior Fellow Will Rinehart will examine the tensions and collaborations between state legislatures, federal agencies, and leaders in Congress. He will also discuss the impact of these regulatory frameworks on innovation and legal compliance, and how they may set the stage for broader national strategies on AI governance.

About
Mike Saltsman is an owner and partner at the public affairs firm Berman and Company.
Mike serves as Executive Director of the nonprofit Employment Policies Institute. He has managed hundreds of national, state, and local campaigns on wage and labor issues, and he regularly provides counsel to executives at some of the country’s largest employers. Buzzfeed calls Mike “a powerful DC strategist,” and the New York Times profiled the “prominent” role his work plays in defeating workplace mandates.
Mike is a frequent contributor to the Wall Street Journal, and he was recognized by the American Association of Political Consultants as a member of the class of 2018’s “Top 40 under 40.” He serves on the board of several nonprofit organizations, including the California Business & Industrial Alliance.
Prior to Berman and Company, Mike was employed by the Bureau of Labor Statistics. He studied economics and political science at the University of Michigan. He lives in Northern Virginia with his family.

The Annual Meeting agenda also included the election of the Council leadership team for the upcoming year, conducted by Michael Kendall, Council Secretary and Director, and Partner and Co-Chair of the Private Equity Group at the global law firm Goodwin Procter.
Council members re-elected John T.C. Lee, Ph.D., President and CEO of MKS Instruments, and Corey Thomas, Chairman and CEO of Rapid7, as Chair and Vice Chair of the Board of Directors, as well as Secretary Michael Kendall, Treasurer William Ribaudo (Retired Partner, Deloitte), and President Chris Anderson in their respective Officer roles.
Catherine Kniker (EVP; Chief Strategy & Marketing Officer, PTC), Robert L. Reynolds (Chair, Great-West Lifeco U.S.), Navjot Singh, Ph.D. (Founder, 2123iX), and Jane Steinmetz (Managing Principal, Boston Office, Ernst & Young) were re-elected to the Executive Committee along with Lee and Thomas.
