What is the Mass Opportunity Alliance (MOA)?

In 2023, the Massachusetts High Tech Council Board of Directors conceived a long-term strategy to improve the state’s business climate. On September 18, 2024, we officially launched that strategy under the banner of the Mass Opportunity Alliance (MOA).

The MOA is the first cross-organizational, not-for-profit business entity of its kind in Massachusetts. It was initiated by the Council with the subsequent engagement and co-leadership of the Massachusetts Competitive Partnership and Pioneer Institute. We are proud to partner with prominent trade groups such as the Massachusetts Restaurant Association, the National Federation of Independent Business, and the Retailers Association of Massachusetts.

By bringing together a broad coalition of industries and stakeholders, we aim to address key challenges facing businesses today, including regulatory reform, workforce development, and economic growth. Our focus is on creating long-term solutions that will benefit businesses of all sizes, from small startups to large enterprises.

MOA’s “Opportunity Report Card”

The Opportunity Report Card measures Massachusetts’ performance across key indicators, such as business dynamics, labor market trends, and educational investment. The latest Report Card gives Massachusetts a C+ grade, driven by Massachusetts’ new jobs growth. This Report Card is updated in real-time, providing an accessible way to track the state’s economic health.

Council & Coalition of Allied Organizations Advancing MOA-Inspired Ideas

In a decisive step toward restoring Massachusetts’ long-term competitiveness, the Council and a growing coalition of business organizations and citizens filed two proposed 2026 ballot initiatives focused on economic growth and fiscal responsibility. These proposals are inspired by MOA research and reflect months of strategic planning, broad stakeholder engagement, and strong alignment with public sentiment.

Income Tax Cut

This initiative would reduce the personal income tax rate from 5% to 4% over three years, aligning Massachusetts more closely with national competitors. MOA’s analysis projects the measure could increase the Commonwealth’s GDP by $17.5 billion within three years and save the average taxpayer more than $1,300 annually. The initial annual impact on state revenue is expected to be modest, and once the tax cut is fully implemented, tax revenues are projected to grow nearly twice as fast as they averaged historically. Read MOA’s policy brief and revenue analysis for more information. 

Tax Revenue Cap Reform 

This proposed law would revise the state’s existing revenue cap formula to slow unsustainable budget growth and ensure more consistent taxpayer refunds. Under the proposed formula, taxpayers would have received 24 refunds in the past four decades, compared to just two refunds under current law. Read MOA’s policy brief to learn more.

Public Support

Recent voter sentiment research from MOA shows overwhelming bipartisan and cross-income bracket support for both measures:

75% of voters support the income tax cut, with 77% saying it would positively impact their family’s finances.

%

74% of respondents support a revised revenue cap to trigger more taxpayer refunds, including 67% of respondents with annual household incomes under $50,000.
