Talent & Workforce Development

Initial findings of MassVision2050 underscore the critical demand in Massachusetts for a workforce and talent pipeline equipped with 21st-century technical skills, a need that has never been greater. On top of that, the rapid evolution of technology and technical skills further widens skills and opportunity gaps among residents.

The Massachusetts High Technology Council and its members are dedicated to expanding opportunities for all Massachusetts residents by fostering sustainable partnerships throughout the talent development pipeline. Our goal is twofold: to ensure that businesses in Massachusetts have the talent they need to succeed and to attract and retain new businesses and jobs by tapping into the richly skilled and diverse pool of talent within the state. Simultaneously, this effort seeks to make the opportunities created by tech-driven industries widely visible and accessible to every resident.

Aligned with these objectives, the Council supports policies that foster sustained collaboration between businesses and education. Our advocacy aims to increase student access to career pathways and opportunities in the innovation economy by ensuring a seamless connection between education and industry.

This integrated approach actively drives opportunity and social mobility, creating a more inclusive and thriving environment throughout the Commonwealth.

The Council encouraged lawmakers to preserve and strengthen housing production reforms included in the economic development bill, highlighting the connection between housing affordability, talent attraction, and Massachusetts’ long-term economic success.

The Council submitted testimony in support of the Mass Wins Act, emphasizing the importance of investments in emerging industries and the need for policies that attract, retain, and develop the talent required to support Massachusetts’ future economic growth.

Through the Skills & Talent Intelligence Capability, a cornerstone initiative of the MassVision2050 Engaged Workforce workstream, the Council is working to develop a statewide capability and shared intelligence framework that helps employers, educators, and policymakers better understand workforce needs, align talent development efforts, and strengthen Massachusetts’ long-term competitiveness.

Partnership: Expanding Employer Access to Untapped Tech Talent Through STEMatch

The Council partners with STEMatch to help employers access new, diverse sources of technical talent through community college partnerships, skills-based hiring strategies, and the STEMatch COMPETE program. The initiative connects businesses with job-ready candidates for hard-to-fill technical roles while helping companies strengthen workforce pipelines and address persistent talent shortages.
